As founder of Manzana Energy, Mr. Castañares
crafted an innovative approach to solar energy
projects to deliver powerful results for governmental
and non-profit organizations. By combining
his background in strategic marketing with an extensive
experience in public policy and finance,
he created new solutions to fit within the unique budget
constraints of these specialized clients.
From 2002 to 2008, Mr. Castañares
was President of Cornerstone Strategies, a San Diego-based
strategic consulting firm serving corporate and political
clients. In addition to garnering agencies'
approvals for major private developments and commercial
projects, Cornerstone also managed
community outreach campaigns and spearheaded successful

served more than 13 years as staff to the California
both in San Diego and in the State Capitol, where his
experience included policy development,
budget appropriations, legislation management, press
relations, and community outreach.
Art worked closely with key legislative leaders and
staff on important legislation dealing with the
reform and creation of local agencies, natural resources,
fiscal policy, transportation, taxation,
and infrastructure. Mr. Castañares
also worked closely on four consecutive California state
(each over $100 billion) through both surplus and deficit
years, gaining valuable experience in
complex public finance and appropriation negotiations.

candidates and ballot measures, including successful
campaigns for the California State Legislature,
mayors, city councils, school boards, and local ballot
propositions. Mr. Castañares
has also worked
on dozens of other local, state, and federal races,
including two gubernatorial and three presidential campaigns,
and today he continues
to serve as an advisor to several elected officials
and community organizations.
In recent years, Mr. Castañares
held a SECRET clearance during work with the U.S. Department
of Defense on classified projects for government research
agencies including DARPA and SPAWAR.
That work helped promote the deployment of new and emerging
technologies in national
defense, counter-terrorism, and cyber-security around
the world. The work-product was used by
the military Joint Chiefs of Staff, the White House
National Security team, and congressional
leaders in their decision-making affecting the implementation
of current and future technologies.

When not working, Mr. Castañares
most enjoys spending time with his family. He volunteers
year to help coach his son’s Little League baseball
team and soccer team, as well as his daughters'
soccer teams. Mr. Castañares
and his wife have four children and live
in the City of Chula Vista.
Mr. Fink has over 28 years
of sales, marketing, and business experience working
with public and

from the Navy, Air Force, Marine Corps, and
Army. Through the unique public-private partnership
he designed, Mr. Fink has documented an
80% overall savings and has maintained a 600% better
safety record compared to military-led
training programs. His expertise in contracts and negotiations
with governmental agencies has
proven to be effective in achieving both cost-savings
and higher efficiencies. Mr. Fink's company
was recently awarded a new, five-year contract to continue
this innovative program.
Additionally, Mr. Fink is the President & Founder
of Skydive San Diego, Inc. (SSD), a world-class
skydiving school that is in the top 5% of US drop zones
based on annual jumps performed.
Mr. Fink has marketed and expanded SSD into the region's
largest air sports company with modern
facilities and four corporate owned aircraft including
a Cessna 208 Caravan, two DeHavilland
Twin Otters, and a Shorts 330 jump plane.
Mr. Fink previously served as a civilian employee to
the United States Navy, NAS North Island,
as a Fleet Recreation and Community Activities Director,
managing and marketing 15 business
entities and outreach programs reaching thousands of
base personnel and their families.
A recognized aviation expert, Mr. Fink is currently
serving his 11th consecutive year as Chairman
of the City of San Diego Airports Advisory Committee.
In addition to serving as a Safety & Training
Advisor for the United States Parachute Association,
Mr. Fink is also a professional skydiver with
over 6,100 skydives, including student instruction,
professional exhibition, and recreational jumps.

Mr. Scolari has over 20 years
of development, sales, and operational experience in the
equipment, and government utility sectors.
Previously, as principal and Vice President of Occidental
Commerce Corp., Mr. Scolari was responsible
for all aspects of their international business development,
financing, and entity organization, including
working with Mexico’s utility company, Comision Federal
de Electricidal (CFE) and Mexico’s national
oil company, Petroleos Mexicanos (PEMEX) on large infrastructure
projects in power generation.
The majority of those projects were orchestrated through
joint venture agreements with GE/Stewart
& Stevens, MTU/Samisa, Detroit Diesel Allison, and
Mr. Scolari has most recently been involved with projects
including a 43MW combined cycle power
plant for Electro Machala, Equador and a proposed 3-phase
55 MW wind power project for the state
government of Baja Californa, Mexico.
Mr. Scolari remains active in wind, combined cycle
power, and solar projects in the US and Mexico.
